As vice president of policy at ITI, Ashley leads ITI’s engagement in Latin America and works globally on issues related to digital trade, online platforms, and telecommunications. She also plays an integral role in ITI’s Europe work, including on issues related to the Digital Single Market and platforms regulations, as well as working closely with individual member states. Ashley also coordinates ITI Decodes, ITI’s collaborative initiative to make complex tech policy concepts more accessible. Ashley has led ITI’s efforts to provide practical, actionable guidance to governments around the world on advancing digital trade issues in trade agreements and through multilateral organizations, and she has deepened relationships between policymakers and tech leaders in order to advance globally interoperable, meaningful solutions to policy challenges.

Ashley brings years of experience advising on a wide array of international trade and global policy issues, as well as supporting U.S. companies, their interests, and their investments abroad. Prior to ITI, she served as the policy advisor for International Trade and Investment to the Deputy Secretary at the U.S. Department of Commerce. During this time, Ashley helped to support key priorities and initiatives in areas such as foreign policy, digital economy, cybersecurity, and trade. Prior to that role, Ashley served for six years as the Argentina, Uruguay, Paraguay, Mercosur, and Cuba desk officer for the U.S. Department of Commerce’s International Trade Administration. In this position, Ashley managed all trade and economic relations with those countries, developed market strategies for U.S. businesses, demonstrated strategic leadership in commercial diplomacy, and worked on trade facilitation and market access projects throughout the Caribbean and South America.

Ashley holds a Bachelor’s Degree in International Affairs with a concentration in Latin America and a Master’s Degree in International Trade and Investment Policy, both from The George Washington University. She lives in Chevy Chase, MD, with her husband and two sons.
